Character name: Coordinator Narvin
Genre (TV/books/etc): Audio series
Fandom: Doctor Who (Gallifrey audio series)
Birthday (if applicable): N/A
Canon point: Narvin is coming at a point near the end of Gallifrey Series 3, probably at some point between the episodes Mindbomb and Panacea, where Gallifrey is tentatively rebuilding itself after the latest civil war that has basically ripped the entire planet apart. Romana has been exiled from the Capitol and Matthias is the President.
Programmed Possession: His office. It's probably the most utilitarian thing you ever did see, with basically nowhere to hide yourself, though that's probably the reason he likes it so much. I can't describe it terribly elaborately, he does come from an audio series, but honestly I always just think of it as a very white room with a very plain white desk on which there connects a computer like thing which accepts his data disks and probably whatever other type of memory storage device you might have. It can also connect to the Matrix (the repository for all Time Lord knowledge), or it could, except he is in Taxon so it can't. Expect him to be irritated at that. Narvin generally doesn't write by pen and paper, so his office is not cluttered, though if he did (and might have to get used to doing) the place would probably actually be... extremely tidy anyway. He's just that kind of person. It's sparsely decorated, which means not at all, and has, or rather, had, a marvellous view of the Capitol. Probably not one as good as the one the President's got, but well, you must make do.
Abilities/Weaknesses: Narvin has the usual list of abilities that most Time Lords have, which include a respiratory bypass, a heightened healing ability, some mild telepathy and the ability to sense time. His respiratory bypass system just basically means that he can run much much farther than you can without losing his breath unless you are like a vampire or something, and makes it much more difficult to suffocate/strangle/gas him, which disappoints many. But despite its uses, and the fact that Time Lords can't shut up about it when around more primitive life forms, it definitely doesn't mean he can hold his breath forever. Eventually he will need to breathe, but his bypass does give him much more time to... panic about it, I guess. His healing ability is only really an ability in that it is quicker than that of humans, but not quickly in the sense that you could watch it close up and heal unless you had quite a bit of time on your hands. It also makes his body more resistant to illnesses and poisons, though again this doesn't mean he is immune to everything. His telepathy is usually not used (he prefers the mind probe, even if it has been banned) but he can use it, though physical contact is definitely needed. And as a Time Lord, and for that matter, as the head of the Celestial Intervention Agency, Narvin can sense time. If there's something definitely going strange with time around him, he will be able to feel something wrong with it, though probably not as well as most renegade Time Lords, as the Coordinator has definitely not spent as much time in the Time Vortex. He also has two hearts and can survive if one is removed or damaged, though it isn't something he'd try out.
However, the main ability his people are renowned for, of course, is their ability to regenerate, that is, die and stand back up as (literally) a new person. It should be noted that Time Lords can regenerate into the same body they had before (Braxiatel has shown that this is possible), though it isn't a frequent occurrence.
As for Narvin himself, he has exceptional intelligence (or that is what he would say), and is an extremely skilled technician. He is also the head of the CIA (kind of like CI-... hm... kind of like the MI5 on Gallifrey except a bit more shit and a lot more ridiculous), meaning that he is a good shot, could definitely hold himself in combat, and incredibly is good at blending into his surroundings when he wants to.
Most of his weaknesses are similar to his strengths in that they are shared by his people in general. This would include an extreme allergy to aspirin, which is very dangerous to him whether imbibed or simply touched, and the fact that he is mildly telepathic does leave him more open than humans are to... well... telepathic attacks. And despite the fact that being a Time Lord does make him more robust, it certainly doesn't mean he can't break. Irreparable damage to both hearts (such as bullets or knives) will kill him permanently (meaning he won't regenerate), as will a decapitation or other completely incurable injuries like... I don't know, being completely disintegrated. He can't regenerate from that. Probably. Basically you can't regenerate if you're dead. If only one heart is working and it ends up damaged, he will regenerate. If you rip the thing out of his chest or shove a sword through it, he'll die.
Psychology/Personality: Narvin mostly definitely isn't the nicest person you'd ever meet. And I mean that. He isn't. If you don't know him and he doesn't know you, he probably doesn't care who or what you are except for why you're in his way. If you know him and he doesn't know you, he is probably cantankerous and irritable and extremely unsocial, through he has the penchant for the occasionally witty. If you know him and he knows you, he is probably profoundly smug, unendingly snide, and a terribly good liar. If you don't know him and he knows you, well... he probably knows you for a reason, and you should probably be very worried.
Narvin is a spy, and it'd probably do everyone good to keep it in mind, and most of the people on Gallifrey do. He has a reputation as the head of the Celestial Intervention Agency, which has a history of these sorts of things, of basically being one of the most untrustworthy people on the planet and a complete liar, or rather, an incomplete liar, in the sense that you never know when or if he's telling the truth. And that is all pretty much true. He can either be smooth or rough when he wants to be, when it suits him, or most likely, when it will benefit him, though since he is usually in the company of people who already know who or what he is, Narvin very rarely exerts himself trying to hide his true nature. Narvin makes no illusions about himself to people who already know him (or at least, his reputation) or people he doesn't care about - he freely admits himself as a fork-tongued bastard, but the fact that everyone knows this and he still somehow manages to make them do what he wants is a testament to how good he is at it. He takes a lot of pride in that fact, as it is pretty much his job and he is nothing if he can't be smug at everything so he's really smug about that. He certainly didn't get his position by being a sycophant, though he did kind of get it because his predecessor died.
The thing about Narvin's true nature, however, is that he really isn't half as bad as he looks, tries to make himself look, or even actually thinks he looks. He's still arrogant, rather conservative, and he's definitely a two-timing bastard, but at the heart of all that Narvin has an admittedly very small but still unshakeable code of ethics and an incredible amount of loyalty to his position, to his president, and especially to his planet, Gallifrey. Though the moral codes of spies are generally a bit lax, Narvin is a... good man, if you stretch the meaning very... very, very far. Anything that endangers his planet, president, or his subordinates enters a strict land of "oh no you fucking didn't", even if he hates his president, even if he dislikes his subordinates. And he does. The former is an overly liberal and radical goodie-two-shoes and the latter are a bunch of spies who, more often than not, are very interested in obtaining his position whether through force or other means. To be fair, Romana isn't his President at the moment, but still.
This unwavering devotion to the best interests of his planet results in Narvin being rather paranoid. I wouldn't particularly say that he's xenophobic, but he definitely distrusts and is suspicious of people who aren't Gallifreyan, but he has good reason to be. Well. On occasion. Normally Gallifreyans aren't the first ones trying to blow up the planet or sell valuable secrets that it is the Coordinator's job to protect. Which isn't to say that Narvin isn't ridiculous suspicious of Gallifreyans themselves - after all, he's Gallifreyan and he's extremely cognisant of the fact that he is one of the most manipulative, scheming and downright rotten ones to be found. And he's very much aware that there are some that are similar to him (see: every member of the CIA) in that respect, though they're probably not good as him at being all of those things. Still, despite his suspicion of other races, Narvin definitely doesn't approve of killing them for no reason, which is more than you can say for quite a lot of Gallifreyans.
Also as the Coordinator of the CIA, loyalty to his planet and his President means Narvin will not disobey a direct order from his President no matter what. Though he might argue or attempt to change their mind, his President's wish is his command, though occasionally he will be like one of those really terrible genies who grants you your wishes with an unfortunate twist, just to prove that it's a really dumb idea. And if not that, then Narvin will actually go out of his way to make a stupid idea work for his President, which was generally a difficult thing to do with the sort of stuff Romana came up with on occasion. The only time he considered resigning (well... seriously considered resigning, not doing it because he was exasperated) was because the potential President was a power-hungry ambitious bitch and he knew that he simply would not be able to follow her orders.
While we're on ambition, it should be noted that Narvin has a startling lack of it considering he is CIA. He'll make it clear as long as it comes up that he did not get where he is now by toadying about and kissing arse, or even any sort of political manoeuvring. He got where he is now by being damn fucking good at his job (and also Vansell went kablooey) and even then, he didn't particularly want it in the first place. Narvin is a spy and as such prefers keeping to the shadows on the whole and being the head of an entire organisation makes this almost entirely an impossibility. And despite the fact that Narvin is basically the only senior Time Lord to not have been President the last election, he very easily could have been, which I guess isn't saying much considering how easy it was for the people who did get to be President, but even so. He's a very powerful Time Lord who, before it was dissolved, was on the High Council of Gallifrey. He has exceedingly good connections and an exceptional history that includes a certain brand of slightly xenophobic conservatism that Gallifrey thrives on, but he would never make a grab for the Presidency and didn't, even though he probably actually would've won if he'd run. It holds interest in him the way a sieve holds water. Not at all. Well okay a sieve holds a little water in actual practice, but in theory...
History: (This section is an amalgamation of canon, canon I made up, and canon I made to fit events.)
Like all Time Lords, Narvin attended the Academy when he was young and, like some Time Lords, was indubitably exceptional in it. He was part of the Prydonian Chapter, well renowned for creating several of the most destructive and most bastard-like Time Lords to ever exist and well, Narvin is certainly no exception. Upon exiting the Academy, Narvin became a technician (note: the CIA was not his first choice) and joined something called Project Alpha, which, as you might have guessed, was a project. A project to create a Timonic Fusion Device, a bomb/weapon, that was headed by a scientist named Glower with Narvin as his assistant. Together they gave it a test run despite warnings from the then-Ambassador Irving Braxiatel, and accidentally wiped out an entire planet when Narvin and Glower were unable to control the blast radius. The CIA were called in to cover it up and not long after, Narvin left the labs to join them instead.
And he was indubitably exceptional at it. In fact, he was indubitably exceptional at it to that point was possibly a bit creepy. He worked his way steadily up ranks until he was noticed by the then not-dead Chief Coordinator Vansell, who basically took him under his wing. This was ostensibly in good will, but most likely because he wanted to keep a close eye on Narvin made any moves to secure his job. Which the Coordinator couldn't have been more wrong about, really, especially when it led to his demise and Narvin getting the job anyway. During this time, Narvin participated in technical work for events in Zagreus, but was not allowed to accompany Vansell with the President to the universe of anti-time (which actually probably ended up saving his life). Following the events of Neverland and Zagreus, which led to the death of Coordinator Vansell, Narvin took his place first as Acting-Chief Coordinator, then finally as just Chief Coordinator, where he was, as usual, indubitably exceptional at it. Sort of. Actually as a position holder of an office that is supposed to protect the President, Narvin could have done better. But he doesn't like to talk about that.
Like his predecessor, he disapproved of President Romana's liberal reforms of Gallifreyan politics (which was more open to aliens and outsiders, which generally contradicted their Constitution and way of thinking), but was excessively more vocal (and a lot more loud) about his opposition. They got along like a house on fire, but not in the good way. They got along like a house on fire in the way that you are losing all your possessions and probably your pet cat.
He attempted several times to puncture Romana's credibility as a President, even performing (gasp!) slight sedition to try and pull her from power. Eventually, after one particular failure, he began to collaborate with the Inquisitor Prime Darkel, who convinced him that she wanted what was best for Gallifrey, though what she was really craving was what she thought was best for herself, i.e., the Presidency. Things quickly fell apart when Darkel began to show no interest in his well-being (though he wasn't particularly surprised about that, people rarely are interested in his well-being) and was a rather transparent participant in several terrorist attacks which slaughtered many alien students who were attending the Academy at the time.
With the emergence of the malicious Time Lord entity Pandora, who had taken form of Romana's first body, Gallifrey went to civil war with Narvin choosing his President's side with no question and Darkel choosing Pandora's. Their relationship became completely irreparable (at least for Narvin - Darkel still seemed quite convinced that Narvin would work for her after the war) when in what was supposed to be a conversation on neutral ground, Darkel planted a bug bomb under Narvin's skin after he refused to join her side. Though he survived when Leela cut it out, it definitively ruined whatever chance Darkel had ever had to convince Narvin to assist her ever again, which became obvious after the end of the War.
Narvin was an invaluable asset in the Civil War, not only performing basic field operative duties (setting up bombs and such) but also creating his own adaptation of Matrix partitions (read: really neat forcefields) which helped both in reinforcing her headquarters in the ruins of the Academy, and also, with further adaptation, made it possible for Romana to get rid of Pandora once and for all. He got on with Leela surprisingly well during this time - they shared a knack for being destructive at other things.
By the time Pandora was destroyed and Gallifrey began to pick up the pieces, Narvin had steadfastly aligned himself to Romana, and constantly went out of his way to keep her informed while Darkel strived to keep her incommunicado and even attempted to evacuate her when Darkel finally lost patience and ordered her killed. He look great pleasure in running rings around Darkel until she died, and began cooperating much more easily with Leela and K9, establishing himself as a very useful ally to them (especially since Leela wasn't as versed in political matters as he was). However, when Romana was finally deemed not-President, he did not (or could not) object to her exile from the Capitol and as a result returned entirely to his duties with less mucking about.
At the moment, he is in the Capitol helping rebuild, and organise the rebuilding of, Gallifrey and the Matrix.
General
Character Name: Coordinator Narvin
Species (human/alien/vampire/other?): Time Lord
Extra-human/abnormal abilities, if any?: Regeneration, respiratory bypass, mild telepathy, ability to sense time.
Psychology
1. Is it okay for your character's thoughts to be read/their mind to be probed? I would definitely request that you come to me first before doing this, because it would probably depend on the force used. Narvin's mind would probably need a battering ram the size of the eighteen wheeler. Which isn't necessarily even because he's had training, he's just really uptight too.
2. Is it okay for any of your character’s intense/distressing memories to be seen/heard/read in this situation? Again, depends on the force? And the situation. Please ask me first.
3. What kind of mind does your character have? Are they disturbed at all? Are their thoughts ordered or jumbled? If you're able to get past all his defences, Narvin's mind is as immaculate and scrupulously kept as the rest of him is.
4. Is it okay for your character’s emotions to be sensed? Yes! Though it'll usually be irritation, so not much variety.
5. Does your character have a weak or strong mind? Are they susceptible to influence or hypnotism? Narvin has a very strong mind (he's been trained), though a stronger one could certainly overtake him. But definitely not without a fight.
6. Does your character have supernatural/mental fortification against mind-reading or telepathic communication? He usually keeps his mind closed against such things out of habit (being the unending paranoid person he is), but his natural defences are in their own ways, harsh enough.
7. In the case of characters who are extra-sentient/psychic and can just 'know' things about people, can the muns of these characters use the powers of Wikipedia to get information about your character? Of course! Narvin would be completely furious, though. His advantage as a spy usually comes from people not knowing who he is. (Also er... keep in mind that I actually wrote 95% of the TARDISwiki entry. Because I am a NERRRDDDD.)
8. If so, is there anything that should absolutely never ever be brought up? Despite the fact that it was in a way revealed for all to see, Narvin still keeps a lock hold on things pertaining to his experiences concerning a certain Timonic Fusion Device, and the planet Minyos.
9. Anything that should absolutely be brought up? Anything that makes him annoyed. Which would be anything pertaining to Romana, probably.
10. Will thoughts in the narration be up for grabs? If so, how will you indicate these? Italics/strikes/something else? No. Not unless he's mumbling in thought or so on - Narvin wouldn't let stray thoughts out.
11. Does your character have any fears/phobias that you wouldn't mind being exploited? Ones that you'd like to NOT be exploited? It depends on the context and character, but Narvin's paranoias about Gallifrey's possible destruction can be exploited on occasion.
Physiology
1. Is it okay for your character to be affected by chemical agents? Fear toxins, for example? Yes.
2. Does your character have any unique biological difference that would affect their resistance to toxins/chemical substances? Like all Time Lords, Narvin is rather resistant to toxins and so on, but it's not like he could drink a cup of poison and come out all right. But it might take longer to affect him, or have a reduced effect.
3. Does your character have any notable genetic/supernatural/biological difference that would make their blood in any way different to a regular baseline human's (that would make them taste different if they were fed on by a vampire, for example)? A really neat immune system. Although I don't know what different immune systems taste like.
Physical
1. How okay are you with your character coming to physical harm? I am PERFECTLY OKAY WITH THIS ALWAYS.
2. How okay are you with your character's home/possessions being targeted by bad guys? I am very okay.
3. Can your character be impacted by telekinesis? Well, yes. Narvin doesn't have a particular defence against that.
4. With regard to vampires, would your character be willing to be a donor? No.
5. If no, then how about unwilling? Really, really, really unwilling.
6. With regard to shapeshifters, are you okay with having those with this power taking the shape of your character? I'm okay, but I would rub my chin at the consequences IC.
7. If your character has any superhuman abilities, would you be okay with these being replicated by those who have the power to absorb/take on the powers of others? Most of Narvin's "abilities" aren't really granted to him, they're just the natural abilities of his race. I dunno, I guess I would ask that you contact me first.
8. In a physical confrontation, is it okay if characters who have the power to sense/foresee/predict movements use this to their advantage against your character? Yes. Though Narvin is very good at picking things up - it might not be an advantage for that long.
9. Are you willing to participate in plots where your character will sustain damage outside of a fight, such as in situations with torture, environmental hazards, or accidents? Always.
10. Is there anything about them that would stand out noticeably (things like scars, physical augmentations, illness, anomalies, etc.) if they were ever injured or otherwise examined by a doctor? Are any of these things noticeable to others without close inspection? Not at all. Narvin makes sure he's more or less indistinct as possible.
Magics
1. Can your character be influenced and tempted by magical or supernatural means? In Narvin's world, magic does not exist. Which mostly means he doesn't believe in it, but he can be influenced, yes.
2. If yes, will someone with the ability be able to find this out about them, and in what areas (think the seven deadly sins) can your character be tempted? Pride, Wrath.
3. Could your character be glamoured (a form of mind control employed by vampires to make humans compliant/alter their memories etc.)? Depends on the strength/situation/person. Contact me first? D:
4. Can your character be effected by spells of any kind, and are there any specific types to which they would be immune? Er... I have no idea. So please ask first. I don't think he would be immune to anything, however.
5. Can your character's presence be sensed by characters with the power to read auras/pick up generalized vibes from people? Yes. Although he will think you're crazy.
6. If yes, what kind of stand-out things about your character can be sensed? Slightly militaristic, with general feelings of annoyance and frustration. Occasionally very, very cold.
7. With regard to characters that can sense danger/receive visions/predict general doom, are you okay with your character being the subject of any of this, if the occasion arises? Yes! Though I'm not sure what it'd do.
Privacy
1. Will your character change their name as it is shown on the map? If so, what will they change it to? Oh, he doesn't care about any of you, so no.
2. If they’re able, will they ever opt to hide their location on the map? Probably constantly. In that respect, Narvin will always keep his privacy.
3. If your character is from an earlier point in their canon than another member of your cast, what is and is not okay for your fellow castmate to spill the beans about regarding your character’s future? Time War. Anything about it. Though if you mention it, he will probably refuse to believe you, in one of those rare appearances of faith that won't turn out very well for him.
4. With regard to characters that like to snoop, can they find anything that's been publicly said by your character through the tablets? To an extent. I imagine, however, that Narvin would keep a close eye on what he'd let people find or not.
5. How about privately? No.
6. Is there anything you'd especially like to be known about your character, for the purposes of amusement? HE DUN FUCKED UP ON GALLIFREY. Or in other words, he made some dubious choices in who he allied himself with before the Civil War, namely Darkel. Actually anything pertaining to Darkel, if the other person knows about her, should be mentioned always for immediate fury/embarrassment effect.
7. Anything you especially don't? Er... I'm not sure. I might find out eventually.
8 Do you like threadhopping (a character not already in a thread jumping in unexpectedly to reply to a comment), and are you okay with other people threadhopping in your threads and posts? I am always cool with threadhopping.
